October 2007 Elections


It is now clear that the elections which will be held this October may be flawed. At the very least the elections have been hi-jacked by Homes for Islington without reference to either the Islington Leaseholder Forum or the Forum's steering group. The Islington Leaseholder Forum currently represent leaseholders and proposed the original ballot to establish the ILA.

We can't say how far Homes for Islington will either gerrymander the elections or seek to control the Association. We can say that all leaseholders should be prepared to defend the principle of the ILA's Independence.

Individual leaseholders will fund the ILA through the levy agreed by the ballot held in February 2007. Therefore, only leasehoders are entitled to have a voice in how the ILA is run.

The publicity material which was sent out with that Ballot included a Draft Constitution and an FAQs. Leaseholders may wish to see what was said at the time and formed the basis for the decision made by the ballot. Apart from a covering letter sent out by the Council these are the only documents which have any legitmacy in so far as they been voted on.

Stand as a Director

The ballot to elect the first Board of Directors for the Islington Leaseholders Association (ILA) is scheduled to take place in October following the Homes for Islington Board elections this September. The ballot will be conducted by the Election Reform Society’s balloting section and you will receive your ballot papers by post. The ILA should be a great asset for Islington leaseholders and we need your support. Please make sure you vote.

You will have received a short questionnaire in your newsletter. Its purpose is to make sure we have your correct contact details - particularly email addresses - and to ask you about your priorities for the range of services you would most want from the ILA.

Who can stand for election as a director? The Islington Leaseholders Association (ILA) is not yet a registered body so it has neither a constitution nor memoranda and articles in place. All that has to be set-up by the new board. The principle governing this election of the initial board of directors is that any leaseholder paying the HFI charge can stand for election.

How much time would being a director take up? This is yet to be decided. The ILA will be able to afford a staffed office and manager to conduct day-to-day business and support the Board. The Board will have overall responsibility. The initial set-up phase may require bi-weekly meetings or events but after that it is unlikely to meet more that once a month or every six weeks.

What will Directors have to do? The ILA will be an independent organisation. The Board of Directors has overall responsibility for the organisation. The initial Board will shape the new organisation, agree its structure, its rules and regulations, oversee the production of all the necessary documentation, put into place financial controls, and negotiate a service level agreement with HFI.

Do Directors get paid? The current view is that Directors will serve in a voluntary capacity but would receive a support package covering reasonable out of pocket expenses and any other agreed legitimate costs incurred by serving on the Board.

What do I have to do if I want to stand? To stand for election you need to complete the questionnaire on the back page by of your newsletter or use the one you can download from this site. Fill in your details and tick ‘Interested in becoming a director’ and make sure you get it back to consensus by Saturday 15th September and you will be sent an induction pack containing further information and closing dates. You must then confirm your intention to stand and include a completed Nomination and Seconder form (included in the pack) signed by two eligible leaseholders and return it to the ‘consensus’ offices. Leaseholders wishing to stand will be required to produce a short statement about themselves to go out with the ballot material in October.
